Service technicians
Handling refrigerants is permitted only to persons holding a valid licence. This page explains what the law requires and how to check whether a technician meets those conditions.
What the law requires
The Law on Environment establishes a system for recording, labelling and certification covering both the equipment and the people who work on it. Three secondary acts govern this:
- Rulebook on the format and content of the training programme for proper handling, servicing, recovery and recycling of refrigerants — Official Gazette 65/15
- Rulebook on the form and content of the training completion certificate — Official Gazette 104/15
- Regulation on licence categories for handling refrigerants — Official Gazette 259/21
Who maintains the official record
The official record of service technicians and service shops is maintained by the National Ozone Unit at the Ministry of Environment and Physical Planning, as part of the national database established under the HPMP. The same database holds records of registered and labelled equipment — 1,137 units with a charge of 3 kg or more.
What to ask before work starts
- The licence category and number, and whether it is still valid
- Whether they hold a training certificate for the refrigerant in your equipment — class A2L and A3 refrigerants are flammable
- How the recovered refrigerant will be collected and handed over
- Whether they will give you a record of the leak check, which you are legally required to keep
