HFC import phase-down schedule
The order restricting imports of hydrofluorocarbons takes the average import volume for 2020–2022 as its baseline. In the first phase, from 2024 to 2028, imports are capped at that average, after which a stepped reduction begins.
2024
357,938

2029
−10%
first reduction
2035
−30%
second reduction
2040
−50%

Obligations when working with equipment
Under the Law on Environment, the equipment owner must ensure leak checks:
| Refrigerant charge in the unit | Check |
|---|---|
| 3 kg or more | once a year |
| 30 kg or more | every six months |
| 300 kg or more | every three months |
Any detected leak must be repaired within 14 days. The equipment is re-checked within one month of the repair. Checks are recorded and the equipment is labelled.
Framework
- Kigali Amendment — adopted in 2016, foresees an HFC reduction of over 80% in the next 30 years.
- Regulation (EU) 2024/573 — in force since 11 March 2024. Automatic detection systems are mandatory for equipment above 500 tonnes CO₂-eq.
- Order, Official Gazette no. 13/24 — the national schedule for restricting HFC imports.
